Functions

The Office of Financial Services provides financial and management services support to the City Manager´s Office. The department consists of three divisions: Citywide Capital and Operating Budget Development and Monitoring, Grant Administration and Utility Management .

The Citywide Capital and Operating Budget Development and Monitoring Division is responsible for preparing and monitoring the general fund, capital funds, internal service funds, enterprise funds and grants and trusts budgets city-wide. This Division also identifies sources of revenue necessary for the delivery of city services.

The Community Development Division is responsible for preparing and monitoring the Community Development budget. The Office of Community Development is responsible for ensuring that the City´s Community Development Block Grant (CDBG) and other U.S. Housing and Urban Development  (HUD) grant funds are administered efficiently, effectively, and in compliance with applicable laws, in order to benefit principally low and moderate income persons.

Utility Management monitors the utility and cable franchise agreements granted by the City for compliance, reviews gas and electric utility rate change requests, and monitors/forecasts right-of-way franchise fees.
